How far the developing nations have gone in containing the global warming?

I think that, given the nature of socio-political landscape of majority of the developing nations which were the erstwhile colonies of one or the other European country, the perception of these governments and the society at large are quite suspicious, at times irrational too. So the larger question for me is that how do we bring these nations on platforms where the recommendations are binding on one and all and there should be mechanisms which can check and penalize the offenders. But the international politics do not function the way we wish or would like to see, there are many ifs & buts and alliances and groupings. So dear friends, can we think of devising certain mechanisms apart from the existing ones (since we all know that how effective they are), which are binding and permanent structure rather than statutory meetings and recommendations.
